Delete a user account

Hi Thomas,
A friend has 2 playstore accounts on his phone.
He installed Navigator on the wrong account.
When he uninstalls Navigator and installs Navigator on the other account, it tells him that Navigator is already on the first account.
Can you delete the first account and validate the second?
I have to send the email with the information to which email address?
