Can admin help me please with this issue

Hi all,
I bought TomTom maps for Ireland only, for 14.99 as I somehow missed the button to buy all europe maps for only 19.99, anyhow I have contacted their support regarding upgrade, simply adding another 5 euros to  and buying all europe maps, after few email exchange with Aneta Čermáková <aneta@mapfactor.com> We come to agreement on me
 buying another set of maps for 19.99e and after payment is complete she will issue a refund
 to me of 14.99e for Ireland map

please buy all Europe for 19,99 EUR and after you buy it contact  me on this email address and we will send you money from single country 14,99 EUR.
So,
1.) please buy Europe for 19.99 EUR
2.) contact me that you bought this
3.) we will send you back your money  14,99 EUR

But after buying the maps and showing proof prof purchase  I get this response back

Hello,
yes i found your second payment but it was on other device. This was not approved. You should buy Europe for the same device as you bought Ireland ...

 I had briefly explained her that I will be using one device and 
asked for help moving all the maps for europe to device 1 from which I 
bought maps for Ireland only which she replied is it not possible???
 I wasn't aware of that the purchase has to be from the same device ?? 
can someone please help with this issue as this is getting fustrating.
